Saskatchewan Ministry of Environment 2021-03-10 For the entire Canwood, Nisbet, Fort a la Corne, Torch River, and Porcupine Provincial Forests, and the southern portion of the Northern Provincial Forest, boundaries follow the textual descriptions found in The Forest Resources Management Regulations, F-19.1 Reg 1, amended June 2020.<div><br /></div><div>For the northern, eastern and western portions of the Northern Provincial Forest, boundaries were sourced from the SaskGIS Provincial Boundary data set (ADMINISTRATIVE.provincial_boundary) produced by Information Services Corporation. This data set depicts the provincial boundary of the province of Saskatchewan as reflected in the respective jurisdictional boundary acts, and is kept current on a monthly basis. The version used here has an effective date of 31 May 2020.</div><div><br /></div><div>Crown resource lands contained within these boundaries are designated as provincial forest. Such needs include information on the general land cover, terrain, and growing stock (height, diameter, basal area, timber volume and stem density) within the provincial forest and adjacent forest fringe. Saskatchewan Ministry of Environment 2021-03-19 <div>The Saskatchewan Ministry of Environment regulates forestry activities on Crown “forest lands” — as defined by <a href='https://publications.saskatchewan.ca/#/products/525' rel='nofollow ugc' target='_blank'>The Forest Resources Management Act</a> — using several types of licenses and permits: </div><div><ul><li><b>Forest Management Agreement (FMA)<br /></b>A forest management agreement is a 20-year agreement, typically with a larger forest company, conferring long-term harvesting rights for a specific volume of timber from a defined area, as well as responsibilities for long-term sustainable forest management.</li><li><b>Term Supply Licence (TSL)<br /></b>A term supply licence (TSL) is a licence with a term of up to 10 years, granting rights to harvest specified forest volumes as well as responsibilities for forest management. A TSL may be volume-based or area-based. </li><li><b>Forest Product Permit (FPP)<br /></b>A forest product permit grants the right to harvest specified forest products for a term of up to one year. This permit is also used to regulate other activities, such as grazing in the forest.</li></ul></div><div><br /></div><div>Land use is classified into three categories: </div><div><ul><li><b>Commercial Forest<br /></b>Areas within the provincial forest that are available for commercial timber harvest allocation through the use of forest management agreements (FMA), volume-based or area-based term supply licences (TSL), or forest product permits (FPP). </li><li><b>Fringe Forest<br /></b>Areas, generally south of the provincial forest, that contain “forest lands” — as defined by The Forest Resources Management Act. Within the fringe forest, harvest allocations are administered by the Ministry of Environment through the use of forest product permits and volume-based term supply licenses. </li><li><b>Other Uses<br /></b>Areas within the provincial forest that are not available or suitable for forestry activities. Saskatchewan Ministry of Environment 2020-04-15 <div style='text-align:Left;'><p>The SK1 (Boreal Shield) Caribou Conservation Unit encompasses the rocky shield, sandy plains and many lakes of northern Saskatchewan. The SK2 (Boreal Plain) Caribou Conservation Unit encompasses the more productive mixed-wood forests and lakes of central Saskatchewan, including large areas of low-lying peatlands. While these two units represent important differences in ecological conditions (e.g., habitat types, fire regimes, landforms, etc.) and human land use and management (e.g., overall levels and types of land use, fire management, etc.), the boundary between SK1 and SK2 does not represent a population boundary, as caribou move freely between the two areas.</p><p>The large size of the SK2 Caribou Conservation Unit (i.e., 109,717 km2) is not well suited for range assessment and range planning activities, given the large variation in ecological conditions, habitat types, land use, and natural disturbance regimes across the Boreal Plain of Saskatchewan. As a result, three smaller caribou administrative units within SK2 were developed: SK2 East, SK2 Central and SK2 West. Tier 1 areas were selected because they include high-moderate caribou habitat potential with high levels of observed caribou use and low levels of human-caused disturbance. Tier 2 areas were selected because they include areas of high-moderate woodland caribou habitat potential with observed use and higher levels of wildfire and human-caused disturbance. Tier 3 areas provide general habitat and maintain habitat connectivity between Tier 1 and Tier 2 areas. These areas are not permanent: they will be updated as habitat conditions, land use and caribou populations change over time. Currently these two datasets are not reconciled. Technical Details: Conservation Easements are meant to protect native habitat on lands in the Province. The boundaries of the native habitat protected under a CE may not coincident with the parcel boundaries. However, the CE is identified to the larger parcel boundary. It is this parcel identification the is reflected in this spatial dataset. Saskatchewan Ministry of Environment 2019-11-26 <DIV STYLE="text-align:Left;"><DIV><DIV><P STYLE="margin:0 0 14 0;"><SPAN>Wildlife Management Zones (WMZ) are used for the management of wildlife, mainly game species, in the Province of Saskatchewan. Hunting activities are governed and wildlife populations (inventories) are monitored using these zones. These assigned zone boundaries help address the wildlife management issues of the day and are subject to change as wildlife populations and management practices evolve. The last revision to the WMZ boundaries was March 27, 2014. This revision moves some boundaries to readily identifiable landmarks such as numbered highways, municipal roads or water bodies for ease of public use. Descriptions are written in a manner that better allows boundaries to follow highway or provincial forest boundary updates without ammending the regulation. These boundaries are described legally in the </SPAN><SPAN STYLE="font-style:italic;">Wildlife Management Zones and Special Areas Boundaries Regulations, 1990 </SPAN><SPAN>(shortened to WMZSABR for dataset naming). These regulations are in force under The Wildlife Act, 1998. Copies of these documents can be found at </SPAN><A href="http://www.qp.gov.sk.ca"><SPAN><SPAN>www.qp.gov.sk.ca</SPAN></SPAN></A><SPAN><SPAN>. </SPAN></SPAN></P><P STYLE="margin:0 0 14 0;"><SPAN><SPAN>This spatial feature class is the polygon representation of the zones as described in the regulation. Although these digitized boundaries are intended to be as accurate as possible, the regulations supersede this data should discrepancies occur. </SPAN></SPAN></P><P STYLE="margin:0 0 14 0;"><SPAN><SPAN>The polygons you see here are constructed from the lines contained in the WMZ framework feature class, which is a clause by clause representation of the legal regulation. Regulation changes to the zones, when they occur, should be digitized in the framework first, and then constructed into polygons for this feature class.
